The Optical Discs Act 2000 and Optical Discs Regulations 2000 are enacted with the following objectives:

  • To license the optical disc manufacturing activities, with the aim to protect consumer rights and interests.
  • To encourage the ethical expansion/growth and development of optical disc manufacturing activities.
  • To prohibit all manner of optical disc piracy and fraudulent activities, as well as to protect an individual’s or organization’s intellectual property rights.

Any company who wants to manufacture the optical discs must obtain a license under the Optical Discs Act 2000.

  • Section 4 – License to manufacture optical discs.
    “Any person who manufactures optical discs without a valid license under this Act commits an offence.”
  • Section 5 – Unlicensed premises.
    “A license who manufactures optical discs in a place other than the licensed premises commits an offence.

Manufacturing are only allowed for the following types of optical discs:

  1. the content pre-recorded)
  2. can be recorded(recordable)
  3.  a copy of the master(mastering)

APPLICATION GUIDELINES

Applicants must fill out a borang ACO-1 which can be obtained at the Office of the Ministry of Domestic Trade and Cost of Living near or download on the website of the ministry at the address www.kpdnhep.gov.my

Applicants must submit the application by post or by hand to:
