KPDN has taken over the portfolio of administration authority on Import Permit for cement products from Ministry of International Trade and Industry (MITI) effectively on 1st June 2017 based on the Cabinet’s decision on 31st March 2017.

In line with the decision, the importation of cement that started on 1st June 2017 requires the issuance of No Objection Letter-NOL from KPDN and Certificate of Approval (COA) from the Construction Industry Development Board (CIDB) Malaysia.

The classification codes (HS Code) for the products involved are as follows:

APPLICATION PROCEDURE

1 .The application of NOL must be submitted in writing to:

2. The application must include the following supporting documents:

• • Application letter from the import company using company letterhead. The content of the letter must describe the purpose of importation, quantity, importing countries, type of cement and tariff code (HS Code), imported amount in metric ton unit and estimated time of arrival – ETA of the product (the template of the application letter is as per Attachment 1;
  • Purchase Order/Quotation/Invoice from the supplier; and
  • License of Wholesale/Retail or Permit of Scheduled Controlled Goods that are issued by KPDN under Control of Supplies Act 1961.

3. After obtaining the NOL from KPDN, the applicant is required to apply COA from CIDB via
    online using ePermit module in  newepermit.dagangnet.com;  

4. For new (first time) applicants who do not have an account in epermit dagangnet website, the
    applicants need to register as new user in http://www.dagangnet.com ;
