Background

The Cabinet Meeting on 22 September 2015 had agreed with the proposal to conditionally abolish the Wheat Flour Import License under tariff code 1101.00 000 in the Customs (Prohibition on Import) Order 2012, Customs Act 1967. The meeting agreed that the importation of this product be subjected to mandatory standards which it must obtain a Certificate of Approval (COA) from SIRIM Qas International Sdn Bhd and the policy portfolio on wheat flour imports was transferred from the jurisdiction of the Ministry of International Trade and Industry (MITI) to the Ministry of Domestic Trade and Cost of Living (KPDN) effective 1 September 2016.

Edible Wheat Flour is a flour used for the manufacture of human food. Following is a list of eight (8) types of wheat flour for human consumption:

a. White Flour

b. High Protein Flour

c. Protein-Increased Flour

d. Atta Flour

e. Wholemeal Flour

f. Self-raising Flour

g. Enriched Flour

h. Chlorinated Flour

Industrial Flour is flour used for industrial use such as producing animal feed and glue making.

 

Import Application Procedure for Edible Wheat Flour (Human Consumption)

  1. Application to import wheat flour from abroad requires a written permission from KPDN. Applications can be submitted online through the Electronic Control Items Trade System (eCTrade) via the link https://ectrade.kpdnhep.gov.my by uploading the following supporting documents:
    • Application letter (company letterhead) for permission to import flour for human use (containing the purpose of the imported flour, the imported country, the imported quantity and the ETA of the imported goods arriving in Malaysia);
    • Manufacturing / Wholesale License or Scheduled Controlled Goods Permit/License (CSA);
    • Purchase order / invoice;
    • Tariff Code Classification Letter from the Classification Unit, Royal Malaysian Customs Department; and
    • Certificate / document showing that the imported wheat flour has a Halal certificate.
  2. Status of the application can be checked through the check module in the eCTrade system. Successful applications can print the letter of authorization from the eCTrade system immediately after the application is approved.
  3. The authorization letter is only valid for one delivery onlyand cannot be used repeatedly. A new authorization letter must be applied for each time a shipment is made.
  4. After obtaining written approval from KPDN, the applicant must apply for a COA online at newepermit.dagangnet.com.my.
  5. For new (first time) applicants who have never had an account on the epermit dagangnet website, the applicant must first register online at reg.dagangnet.com.
  6. After having a username (ID) and password (password) for the dagangnet system, the applicant must apply for a COA online at newepermit.dagangnet.com.my and select the epermit module - MITI/KPDN. Further reference on COA Procedures for Importation of Flour

    • Manufacturing / Wholesale License or Scheduled Controlled Goods Permit/License (CSA);
    • Purchase order / invoice; and
