INTRODUCTION

Through the presentation of Budget 2021 on 6 November 2020, the Government has allocated a total of RM5 million to the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) to implement and carry out the Micro Franchise and Affordable Franchise Development Program successfully. This program will be one of the main programs in an effort to attract the involvement of more people, especially the B40 and M40, to venture into the franchise business.

KPDNHEP as the national franchise industry development leader has announced the implementation of this program focusing on granting grants to develop more affordable franchise packages worth RM100,000 and below as well as micro franchise packages worth RM50,000 and below to increase the number of franchise entrepreneurs (franchisees) from the B40 group and M40.

PROGRAMME OBJECTIVES

The objectives of the implementation of this development program are:

  • Provide job creation to the M40 and B40 groups;
  • Provide employment opportunities to the B40 and M40 groups to venture into the franchise business; and
  • Expand the franchise business to target groups especially those affected by the Covid-19 pandemic.

DEFINITION OF MICRO FRANCHISE AFFORDABLE FRANCHISE

In line with the Government's intention to ensure that the benefits from the Micro Franchise and Affordable Franchise Development Program will have a significant impact on economic growth as well as opening income generation opportunities to the target groups, KPDNHEP has outlined the following definitions and business package offerings:

  • Micro Franchise - offering business packages with a cost of RM 50 thousand and below to the B40 and M40 group who are interested in starting their own business as a franchisee.
  • Affordable Franchise - offering business packages with a cost of RM100,000 and below to those who are interested in starting their own business as a franchisee.

FULL GRANT - FRANCHISOR

1. This grant is offered to the franchisor for the purpose of preparing a number of micro franchise business start-up packages and affordable franchises. The funding of this grant covers RM20,000.00 for the study of the micro franchise and affordable franchise market and the accumulated amount does not exceed RM100,000.00 to develop a prototype package.

 

2. Application conditions:

  • Malaysian citizens aged 18 years and above.
  • Open to franchisors who conduct franchise business and are registered with KPDNHEP.
  • The franchisor must have one (1) franchisee within 1 year.
  • The applicant is not declared bankrupt.
  • Have a valid license/ permit/ business register (SSM).
  • Involved directly in the franchise business.
  • Preference to companies 51% Malaysian equity.

 

3. Quantum of Financing & Project Implementation Period:

  • The maximum quantum (per applicant) is RM 120,000.00.
  • Maximum project implementation period of 12 months.
  • The scope of funding includes feasibility studies and / or prototype implementation.

 

 FULL GRANT FRANCHISOR FORM

MATCHING GRANT - FRANCHISE PROSPECTS

  1. This grant is intended to reduce the start-up cost of a franchise business to be borne by B40 and M40 entrepreneurs where the financing rate offered is up to a ratio of 90:10 to potential franchisees.
  2. Application conditions:
  • Malaysian citizen aged 18 years and above.
  • Open to *B40 and M40 group who have a family or single and open to entrepreneurs or small traders who conduct business directly and full time.

*The B40 and M40 groups are household income groups based on the definition issued by the Department of Statistics Malaysia in 2020.

  • Entrepreneurs or small traders must have a valid license/ permit/ business register issued by the authorities.
  • For applicants who want to start a business are required to have their own cash contribution capital of at least 10% of the financing as a commitment to run a franchise business.
  • Preference to applicants who already have a strong intention/ offer/ agreement from the franchisor for the micro/ affordable package applied for.
