EXPORTATION OF PETROLEUM/ DIESEL / NON-SUBSIDISED LIQUID PETROLEUM GAS (LPG) ABROAD PERMIT

  1. BACKGROUND

According to the Control of Supplies (Prohibition on Export) Regulations 2011, any person shall not export controlled items such as diesel fuel, petrol RON95, liquid petroleum gas (LPG) and wheat flour to any destination. However, this prohibition of export rules does not apply to the manufacturer of controlled goods with the written permission from the Controller of Supply.

  1. APPLICATION PROCEDURE
  • Application for the exportation of petroleum/ diesel fuel together with LPG products abroad requires written permission from Ministry of Domestic Trade, Co-Operation and Consumers (KPDNHEP). Application may be submitted to the following address within 35 working days before the scheduled expiry date:

  • Application must be accompanied by supporting document such as follows:
    • The ship’s name/ number used to transport the oil;
    • A copy of Wholesale Scheduled Controlled Goods License (CSA);
    • A copy of permission given under the ambit of the Petroleum Development Act 1974 (PDA);
    • Local Order (LO)/ document from foreign companies who wish to purchase petroleum products from the company;
    • Application letter to export petroleum product from the oil company (suppliers); and
    • An investigation report on applicant’s company made by KPDNHEP’s Enforcement Division, Putrajaya (provided by KPDNHEP)
  • The consideration of approval may take 5 working days from the investigation report obtained from KPDNHEP’s Enforcement Division. The investigation report will be completed within 30 working days from the date of the application document received.
  • Successful application will be given a letter of consent from the Malaysian Supply Controller which is by post or email subject to the agreement made between the company and the officer in charge.
  • The approval period is effective based on the expiration date mentioned in the CSA and PDA license depending on whichever date that is earlier or a year maximum for the current year and should not exceed that particular year. The same approval letter can be used repeatedly as long as the quantity of exported products does not exceed the approved quantity.
