A. BACKGROUND

1. KPDN has taken over the portfolio of issuing sugar import and export permits from the Ministry of International Trade and Industry (MITI) in accordance with the decision of the Economic Council (EC) Meeting held on
14 July 2014.

2. Starting on 2 February 2015, KPDN has fully processed all sugar import and export applications classified under the Harmonized System Code (HS) 1701 and 1702 only.

3. Import / export permit applications are made electronically through the ePermit system (https://newepermit.dagangnet.com.my/). Each approved permit is valid for six (6) months from the date of approval.

B. EPERMIT SYSTEM ACCESS APPLICATION PROCEDURE

1. New Applicant (First time applying)

1.1 New applicants need to register on the website http://reg.dagangnet.com/  by submitting business / company registration documents as follows:

i. Company profile (FORM 24) or CORE FORM (SUPER FORM);

ii. Company profile (FORM 49) or CORE FORM (SUPER FORM);

iii. Company profile (FORM 9) or CERTIFICATE OF INCORPORATION;

iv. Additional FORM 13 if the company changes its name - other registration information in another SSM Registration;

v. FORM A, B and D (only for Partnership and Private companies, if a Sdn. Bhd. type company, please upload a blank document). For businesses registered in 2016 and above please submit a Company Profile;

vi. Memorandum & Articles of Association (M&A) – The company establishment agreement document is required under the Companies Act - For companies registered in 2016 and above please submit the Core Form or Super Form and Company Profile;

vii. Manufacturer's license / Exemption letter issued by MIDA for food and beverage (F&B) manufacturing companies only for refined white sugar category applications;

viii. Scheduled Controlled Goods License (CSA) from KPDN (wholesaling company) for refined white sugar and crystalline white sugar category applications); and

ix. Product Catalog (not required for refined & raw sugar).

1.2 After registration is approved, applicants can continue to apply for a sugar permit online at https: //newepermit.dagangnet.com.my/.

2. Existing Applicant

2.1 For existing ePermit system users who use modules other than sugar with other Government agencies, applicants only need to add the KPDN / MITI module for sugar permit applications; and

C. SUGAR PERMIT APPLICATION PROCEDURE

1. Import Permit

1.1 Refined White Sugar (HS 1701.99.1000)

1.1.1 The application for a refined white sugar import permit must go through two (2) application stages as follows:

a. Application in writing by letter to KPDN Putrajaya and accompanied by supporting documents as follows:

                         i. Refined White Sugar Checklist (F&B)
                        ii. Refined White Sugar Checklist (Trader)
                        iii.Refined White Sugar Checklist (Local Sugar Manufacturers)

b. Online permit application through the ePermit system with accompanying supporting documents as follows:

i. Invoice / Sales Contract / Puchase Order / Proforma Invoice
ii. Import approval letter from KPDN

1.2 Other Sugars (HS 1701 and HS 1702)

1.2.1 Online import permit applications for other sugars must be accompanied by additional documents as follows:

i. Invoice / Sales Contract / Puchase Order / Proforma Invoice
ii. Typing Confirmation Letter from the Typing Unit, Customs Technical Services Division (not included for importing raw sugar)
iii. Organic Certification Letter (If organic product) (not included for importing raw sugar)
iv. Raw sugar import approval letter from KPDN (for raw sugar only)
v. Raw sugar import report (for raw sugar only)

2. Export Permit

2.1 Refined White Sugar (in bulk) (HS 1701.99.1000)

2.1.1 Permission only to local sugar manufacturers with written permission from the Controller of Supply.

2.1.2 Online applications for refined white sugar export permits (in bulk) must be accompanied by additional documents as follows:

i. Invoice / Sales Contract
ii. Monthly Production and Sales Report

2.2 Refined White Sugar (in sachet) (HS 1701.99.1000)

2.2.1 The application for an export permit for refined white sugar (in sachet) online must be accompanied by additional documents as follows:

i. Invoice / Sales Contract
ii. Typing Confirmation Letter from the Typing Unit, Customs Technical Services Division
iii. Delivery Order / Invoice / letter of support from the local sugar manufacturer confirming the supply

2.3 Other Sugars (HS 1701 and HS 1702)

2.3.1 Online applications for other sugar export permits must include additional documents as follows:

i. Invoice / Sales Contract / Puchase Order / Proforma Invoice
ii. Typing Confirmation Letter from the Typing Unit, Customs Technical Services Division
iii. Organic Certification Letter (If organic product)
